Special rapporteur David Johnston advised on Tuesday that a public inquiry into allegations of foreign interference in Canadian elections and society is not needed.

The 81-year-old former governor general made the recommendation Tuesday after being given two months to do so by Prime Minister Justin Trudeau back in March.

However, public hearings should be conducted on the allegations, Johnston said. Trudeau has said he will abide by Johnston’s recommendations.

“What allowed me to determine whether there had actually been interference cannot be disclosed in public. A public review of classified intelligence simply cannot be done for that reason,” Johnston said.

Amid Conservative criticism over his appointment as special rapporteur, David Johnston whittled down his "so-called friendship" with Justin Trudeau to "a few skiing expeditions with my children," years ago. He added his "only real contact" began when the prime minister was when he was first elected as a Liberal MP and Johnston held the position of Governor General.
