The ABC has obtained CCTV vision from outside a Carnegie apartment building of big bins of recycling being routinely dumped into rubbish trucks to be taken to landfill.
The private waste operator responsible says contaminated recycling is a huge problem in apartment buildings.
The regulator, Recycling Victoria, says customers expect companies to recycle properly.
