Armenia's parliament has voted to join the International Criminal Court. The government says it's seeking security and legal guarantees in the aftermath of the latest conflict with Azerbaijan.

But the decision is likely to strain relations with Russia, as the court has issued an arrest warrant for Russian President Vladimir Putin, for alleged crimes committed during Russia's invasion of Ukraine.

Meanwhile practically all ethnic Armenians have fled the territory of Nagorno Karabakh, after Azerbaijan seized control there in September. Some 120 thousand inhabitants fearing for their safety have crossed the border into Armenia proper.
