B.C. Finance Minister Katrine Conroy teared up and became emotional a couple of times during her budget speech on Thursday, while she spoke about the challenges young people face when trying to buy a first home and the province's plan to help fund in-vitro fertilization (IVF) treatments. Conroy made light of the second pause in her speech by blaming menopause.
