In a week's time, the ACT will be the first jurisdiction in Australia where personal drug possession is no longer treated as a crime.
Rather than facing a criminal charge, people caught with small amounts of heroin, ice and cocaine will be cautioned, issued a $100 fine, or referred to a counselling program.
