After tense negotiations, nations agreed to establish a loss and damage fund to help poorer countries that have contributed least to climate change cope with the devastating impacts. The World Bank will initially manage the fund and the European Union has said it will make a "substantial" financial contribution. Irish Minister of Environment Eamon Ryan, a lead negotiator for the EU on the fund, discusses how polluters should be paying more, the switch away from fossil fuel subsidies, and how renewables are the "peace project of our time."
