Every February for decades, Portland, Maine, has been plastered with big red hearts thanks to Kevin Fahrman, the “Valentine’s Day Bandit” who died in April. This year, for the first Valentine’s Day without him, his daughter is keeping the tradition alive. NBC News’ Kate Snow has the story.
