Announcing a state of emergency, Eugenio Giani, the president of Tuscany, described the situation as 'really very serious'. Several people have been reported missing as of Friday morning. Storm Ciarán has caused more than 12 deaths across western Europe, with winds of up to 207km/h (129mph) being recorded.
