Addressing the inquiry, he said: 'Even at this stage, before hearing the evidence, it is apparent that we might not have been very well prepared at all.' The Covid inquiry is an independent inquiry into the impact of the pandemic on the UK and the robustness of the response. Keith also said: 'It is obvious that the degree to which Covid-19 could be prevented from laying waste to society was a matter within the control of government.'
